Human Resources Development Specialist

Job Description

By aligning the development of talents with the organization’s strategic objectives, the Talent Development Officer contributes to the quality delivery of the organization’s activities.

Responsibilities

  • Responsible for managing human resource development processes, including planning, designing, and implementing learning and development activities for JBC (Jordan Bromine Company) employees.
  • Conduct training needs assessments (TNA) to identify learning and development gaps in specific knowledge, skills, and attitudes (KSA). Using various resources, including job analysis, performance appraisal results, and questionnaires etc… Design learning interventions and plans accordingly
  • Plan HRD initiatives and plans in alignment with JBC’s objectives. including all training methods; on-job training, off-job, coaching and CBT (Computer Based Training). Assest CBT officer in the planning and management of CBT operation.
  • Working with unit managers, determine learning objectives and outcomes for each learning program.
  • Develop and improve training and development methods.
  • Monitor the implementation of learning interventions and programs.
  • Supervise scheduling on-job training sessions, based on availability of classrooms, equipment, and instructors.
  • Supervise training activities to make sure they are professionally delivered to assure effective training.
  • Analyse the impact of learning initiatives on employee performance and calculate the return on investment
  • Select a training provider according to JBC policies and standards and procurement procedures. Establish learning and training objectives and outcomes. With the cooperation of the responsible department manager, review the material and training kit to ensure alignment with training objectives.
  • Maintain relationships with external providers in accordance with JBC’s policies. Conduct provider evaluation according to JBC policies.
  • Provide employees with the necessary training to advance their careers according to their approved career paths and to enhance their performance.
  • Ensure that newcomers receive the training they need according to the onboarding plan
  • Make sure training activities are professionally delivered to ensure effectiveness. Assess the training event by trainees themselves, their managers, and HRD officers.
  • Supervise training documentation so that training details (training type, Subject, date, period, cost, training hours, training provider, attendees) are properly documented.
  • Efficient Utilizing HRMS features related to HRD.
  • Act as key member in HR development interventions providing supportive data, analysis, and necessary references.
  • Perform any duties related to HR functions based on direct manager requirements.
  • Ensure that all HRD activities are in compliance with the policies and procedures of JBC.
  • Collaboration with other HR units to integrate performance, reward, and career path functions with training and development.
  • Participate in safety meetings and provide tail gates in addition to performing safety SCANS to assure safety policies are well applied.

Qualifications

  • Educational Qualifications: Bachelor’s degree in: Industrial Engineering / Business Administration/ Human Resources or equivalent.
  • Work Experience: 3-5 years of experience in a talent development position.

Professional Certifications and Training:

  • Internationally HR Certifying Body Certificate / Diploma from one of the following organizations: HRCI, CIPD or SHRM is a plus.
  • Training and certifications related to HRD.

Knowledge Requirements:

  • Knowledge of the HRD processes including TNA analysis, developing training plan, performing training evaluation.
  • Knowledge of learning and training concepts, as well as how to apply training approaches.
  • Knowledge in leadership assessment tools, coaching programs and techniques, action learning, and experiential learning.
  • Knowledge in Quality Management
  • Knowledge and experience in ISO 9001:2018, a plus
